1. Preheat oven to 350 degrees Fahrenheit.
2. In a large bowl, mix together the grated carrots, water, oil, sugar, cinnamon, all spice, salt and raisins.
3. In another bowl, mix together whole wheat flour and baking soda.
4. Combine the ingredients of both the bowls together.
5. Grease a baking tray with oil.
6. Pour the mix into the baking tray.
7. Pop into the oven for 50 minutes.
