Combine tomato juice, water, celery, onion powder, basil, oregano, garlic powder, and tarragon in 2-qt casserole.
Microwave at High 3 to 5 minutes, or until bubbly.
Stir in vegetables.
Microwave at High 3 minutes.
Reduce power to (50%) Medium.
Microwave 3 to 5 minutes, or until flavors are blended and vegetables are softened.
