Ingredients
  Coarsely ground lean beef 3 Pound
  Olive oil 1⁄4 Cup (4 tbs)
  Chili powder 6 Tablespoon
  Salt 3 Teaspoon
  Sugar 1 Tablespoon
  Garlic cloves 10 , chopped or pressed
  Cumin 1 Teaspoon
  Oregano 1 Teaspoon
  Red cayenne pepper 1 Teaspoon
  Paprika 3 Tablespoon
  Flour 3 Tablespoon
  Yellow corn meal 6 Tablespoon
Directions

With olive oil hot in a large pot, add meat and sear over high heat, stirring constantly until meat is grey in color (not brown).
Add 1 quart of water and cook at bubbling simmer about 1 1/2 hours.
Add all ingredients except flour and corn meal.
Cook 30 minutes more.
Mix flour and corn meal in 1/2 cup water and add to mixture.
Cook 5 minutes more to determine if more water is needed.
