Shanghai Casserole

Ingredients
  Lean ground beef 1 Pound
  Onion powder 1 Teaspoon
  Garlic powder 1 Teaspoon
  Sliced celery 1 Cup (16 tbs)
  Cooked mixed vegetables 1 Cup (16 tbs)
  Cream of mushroom soup 1 Can (10 oz)
  Cooked rice 3 Cup (48 tbs)
  Soy sauce 2 Tablespoon
  Pepper 1⁄4 Teaspoon
  Chinese noodles 1 Cup (16 tbs)
Directions

Brown the beef with the onion and garlic powders in a lightly greased skillet.
Add the celery, mixed vegetables and soup, then stir in the rice and seasonings.
Turn into a greased 2-quart casserole and cover.
Bake at 350 degrees for 25 minutes.
Remove the cover and top with the noodles.
Bake, uncovered, for 5 minutes longer.
