1. In a bowl, add beef, garlic, salt, cilantro, black pepper and mix well. Keep the beef marinated for 15 minutes.
2. FOR DRESSING
In a bowl, pour fish sauce, lime juice and Thai chili paste. Mix well.
3. FOR BEEF
In a pan over medium heat, saute the marinated beef until done.
4. In a serving platter, make a bed of cucumber, tomatoes, shallot, red bell pepper, and cilantro.
5. Place the beef over them and top with the dressing.
6. Serve the Thai Beef Salad as it is.
