|Seasoned rice wine vinegar||120 Milliliter (1/2 Cup)|
|Olive oil||45 Milliliter (3 Tablespoons)|
|Soy sauce||30 Milliliter (2 Tablespoons)|
|Garlic powder||1 Teaspoon (5 Milliliters)|
|Ground ginger||1⁄2 Teaspoon (3 Milliliters)|
|Ground black pepper||1⁄2 Teaspoon (3 Milliliters)|
|Chopped fresh cilantro leaves||30 Milliliter (2 Tablespoons)|
|Long-grain rice||240 Milliliter, cooked and cooled (1 Cup)|
|Chopped red bell pepper||120 Milliliter (1/2 Cup)|
|Thinly sliced green onion||1⁄4 Cup (4 tbs) (60 Milliliters)|
|Shredded carrot||60 Milliliter (1/4 Cup)|

In small bowl, combine dressing ingredients; set aside.
