  Chuck blade/Top sirloin steak 1 Pound, grilled or broiled, cut into 2-inch slices
  Seasoned rice wine vinegar 120 Milliliter (1/2 Cup)
  Olive oil 45 Milliliter (3 Tablespoons)
  Soy sauce 30 Milliliter (2 Tablespoons)
  Garlic powder 1 Teaspoon (5 Milliliters)
  Ground ginger 1⁄2 Teaspoon (3 Milliliters)
  Ground black pepper 1⁄2 Teaspoon (3 Milliliters)
  Chopped fresh cilantro leaves 30 Milliliter (2 Tablespoons)
  Long-grain rice 240 Milliliter, cooked and cooled (1 Cup)
  Chopped red bell pepper 120 Milliliter (1/2 Cup)
  Thinly sliced green onion 1⁄4 Cup (4 tbs) (60 Milliliters)
  Shredded carrot 60 Milliliter (1/4 Cup)
  Toasted sesame seeds 15 Milliliter (1 Tablespoon)

In small bowl, combine dressing ingredients; set aside.
In large bowl, combine steak and salad ingredients.
Pour on dressing and toss to coat.
