In small saucepan combine the 3/4 cup water with sugar, cinnamon, cloves, and nutmeg.
Bring to boiling; reduce heat.
Cover and simmer for 20 minutes.
Strain to remove spices.
Place loose tea in tea ball; add tea ball or tea bags to teapot, Pour the 4 cups boiling water over loose tea or tea bags.
Let tea steep.
Combine sugar mixture with the brewed tea; pour over ice in glasses.
