Zesty Baked Steak

Ingredients
  Round steak 1 , cut in serving pieces (0.75 Inch Thick)
  Garlic 1 Clove (5 gm)
  Flour 1⁄4 Cup (4 tbs)
  Vegetable oil 3 Tablespoon
  Onion 1 Medium, sliced
  Green pepper 1 , cut in rings
  Canned tomato paste 6 Ounce (1 Can)
  Water 1 1⁄2 Cup (24 tbs)
  Thyme 1⁄4 Teaspoon
  Bay leaf 1
  Sugar 1⁄2 Teaspoon
  Vinegar 1⁄4 Teaspoon
  Salt 1⁄2 Teaspoon
  Pepper 1⁄4 Teaspoon
Directions

Sprinkle steak with 1/2 teaspoon salt and 1/4 teaspoon pepper; rub steak with garlic.
Dredge steak in flour; brown in oil.
Place steak in baking dish; place onion and green pepper over steak.
In saucepan combine tomato paste, water, thyme, bay leaf, sugar, remaining salt, 1/8 teaspoon pepper and vinegar; simmer about 5 minutes.
Pour sauce mixture over steak; bake at 300 degrees for 2 hours and 30 minutes to 3 hours or until tender.
