Spanish Bulgur

Ingredients
  Oil 2 Tablespoon
  Bulgur 1 1⁄4 Cup (20 tbs)
  Hot broth 3 Cup (48 tbs) (Use Chicken Or Beef)
  Onion 1⁄2 Cup (8 tbs), chopped
  Garlic 1 Clove (5 gm), minced
  Green pepper 1⁄2 Cup (8 tbs), diced
  Tomatoes 2 Cup (32 tbs) (Use Fresh Or Canned)
  Dried beans 1⁄4 Cup (4 tbs), cooked
  Salt 1 Teaspoon
  Pepper 1⁄8 Teaspoon
  Paprika 1 Teaspoon
Directions

Heat oil in heavy bottom saucepan.
Add bulgur and saute until golden.
Add remaining ingredients; cover and bring to a boil.
Reduce heat and simmer for about 15 minutes.

Where is the liquid for the bulgar? Or is it pre cooked? This is not indicated,,,!
