Melt butter in skillet.
Add onion and green pepper and cook gently for about 5 minutes.
Add frank slices and brown lightly.
Beat eggs, add cream, then pour into skillet.
Sprinkle with salt and pepper.
Cook slowly, stirring carefully until mixture starts to set.
Turn out onto heated platter.
