Ingredients
  Onion 1 Medium, chopped
  Green pepper 1 Small, seeded and chopped
  Garlic cloves 1 Small, chopped
  Oil 2 Tablespoon
  Ground beef 1 1⁄2 Pound
  Raisins 1⁄4 Cup (4 tbs)
  Tomatoes 2 Large, peeled, seeded, and chopped
  Capers 1 Tablespoon
  Dry red wine 1⁄2 Cup (8 tbs)
  Chopped green olives 1⁄4 Cup (4 tbs)
  Hot cooked rice 1 Cup (16 tbs)
  Salt To Taste
  Fresh pepper To Taste
Directions

Saute onion, green pepper, and garlic in hot oil in a large skillet.
Stir in ground beef.
Cook until beef loses its color, stirring to break up meat.
Drain off fat.
Stir in tomatoes, raisins, capers, wine, and olives.
Reduce heat.
Simmer for about 30 minutes.
Season to taste.
