  Medium barley 1 Cup (16 tbs), uncooked
  Chopped onion 1 Cup (16 tbs)
  Chopped sweet red pepper 1 Cup (16 tbs)
  Dried parsley flakes 1 Tablespoon
  Garlic powder 1 Teaspoon
  Ground cumin 1 Teaspoon
  Salt 1⁄2 Teaspoon
  Ground cloves 1⁄8 Teaspoon
  Canned no salt added beef broth 71 1⁄4 Ounce (Five 14 1/4 Ounce Cans)
  Frozen black eyed peas 1 Pound (1 Package)
Directions

Combine all ingredients in a Dutch oven; bring to a boil.
Cover, reduce heat, and simmer 1 hour.
