1. Melt the butter in a heavy medium-sized saucepan and saute the onion and carrot until tender but not browned.
2. Add the broth, bring to a boil, cover, and simmer for 10 minutes. Add the cream, red pepper seasoning, and pepper, and bring to a boil. Remove from the heat and stir in the cheese until it melts.
