Autumn Soup With Floating Tomatoes

Ingredients
  Ground beef 1⁄2 Pound
  Chopped onions 1⁄2 Cup (8 tbs)
  Hot water 2 Cup (32 tbs)
  Cut up celery 3⁄4 Cup (12 tbs)
  Cut up potatoes 3⁄4 Cup (12 tbs)
  Salt 1 Teaspoon
  Pepper 1⁄4 Teaspoon
  Bay leaf 1⁄2 , crumbled
  Basil 1 Pinch
  Whole tomatoes 3 , stems removed (Fresh)
Directions

Brown ground beef in a heavy kettle.
Add onions and cook 5 minutes more.
Add remaining ingredients, except tomatoes, and mix thoroughly, loosening the brown crustiness from bottom of kettle.
Bring to boil.
Cover and simmer 20 minutes.
Add tomatoes, and if necessary, more water; simmer 10 minutes longer.
