|Celery||1⁄2 Cup (8 tbs), finely chopped|
|Potatoes||2 Cup (32 tbs), diced|
|Water||2 Cup (32 tbs)|
|Milk||3 Cup (48 tbs) (part top if desired)|
Heat butter in 3-quart sauce pan until slightly browned.
Add onions and fry slowly until yellow and tender.
Then add salt, pepper and flour.
Add parsley, celery, potatoes and water.
Place over high heat (about 3 to 5 minutes).
Reduce heat to low and cook 15 minutes until potatoes are tender.
