Combine tarragon, pepper and onion powder.
Arrange fish in 8 x 8-in baking dish.
Sprinkle with seasoning mixture.
Cover with wax paper.
Microwave at High 3 minutes; rearrange pieces and top each with a slice of lime; cover.
Microwave at High 2 1/2 to 4 1/2 minutes, or until fish flakes easily.
