1. Preheat the solar cooker for 30 minutes with an outside temperature of 51 degrees Farenheit.
2. In the black stoneware bowl, add the butter, garlic and onion and let it cook for 15 minutes.
3. Add in the tomatoes and cook for another 15 minutes.
4. Combine the broth, saffron, salt and pepper.
5. After 30 minutes of cooking the onion and tomatoes mixture, the above mixture is added along with the shrimp and rice.
6. Let it cook for 1 hour and 30 minutes.
