Cook two 10 ounce packages frozen broccoli spears following package directions; drain.
Arrange in greased 11 3/4x71/2x13/4 inch baking dish.
Toss one 5-ounce can lobster, drained and flaked, with one 41/2 ounce can shrimp, drained and deveined; spoon over broccoli.
In shaker combine 1/4 cup skim milk, 2 tablespoons all-purpose flour, and 1/4 teaspoon salt; shake well.
Combine flour mixture, 1 1/4 cups skim milk, and 1 tablespoon butter.
Cook and stir till thick and bubbly; reduce heat.
Add 2 ounces process Swiss cheese, shredded (1/2 cup); stir to melt.
Pour over seafood, completely covering seafood; sprinkle with paprika.
Bake at 400Â° till hot, 20 to 25 minutes.
