1) In skillet heat the orange juice, saffron and garlic to a simmer.
2) Add the scallops and scallions.
3) Cook for 3 minutes, until the scallops are opaque.
4) Remove the mixture to a large bowl.
5) Add the chicory and mayonnaise.
6) Toss well to combine.
7) Arrange the red lettuce on a serving platter.
8) Pile the scallop mixture on the lettuce.
