1 In a bowl, mix flour along with salt and paprika.
2 Dip the scallops in the mixture.
3 In a skillet, melt the margarine and add the scallops.
4 Saute the scallops until browned on both the sides.
5 Transfer to a heated serving dish.
6 In the same skillet, add the mixture of dry milk and water.
7 Gently scrape the bottom and sides.
8 Bring to aboil.
