Coat a nonstick skillet with cooking spray; add margarine.
Place over medium heat until margarine melts.
Add mushrooms and shallots; saute, stirring constantly, until mushrooms are tender.
Add flour, and cook 1 minute, stirring constantly.
Add water and remaining ingredients,- cook until mixture thickens, stirring constantly.
