Ingredients
  Margarine 2 Tablespoon
  Flour 2 Tablespoon
  Salt 1⁄4 Teaspoon
  Pepper 1⁄8 Teaspoon
  Skim milk 1 Cup (16 tbs)
Directions

1. Melt margarine in saucepan over low heat.
2. Blend in flour, salt, and pepper.
3. Add milk, stirring constantly.
4. Remove from heat when sauce thickens and bubbles.
