In 2 quart casserole, place water and scallops.
Microwave at high (10) 3 to 5 minutes, until scallops are opaque; stir after 2 minutes.
Drain and set aside.
In 2 cup glass measure, combine butter, garlic powder, onions, paprika, wine and lemon juice.
Microwave at high (10) 2 to 4 minutes.
Pour over scallops.
