Black Eyed Pea Salad

Ingredients
  Frozen black eyed peas 2 Cup (32 tbs)
  Bay leaf 1
  Diced celery 1⁄2 Cup (8 tbs)
  Diced sweet red pepper 1⁄4 Cup (4 tbs)
  Minced green onions 3 Tablespoon
  Chopped fresh parsley 2 Tablespoon
  Chopped fresh oregano 1 1⁄2 Teaspoon
  Minced garlic 1⁄2 Teaspoon
  Cider vinegar 1⁄4 Cup (4 tbs)
  Water 2 Teaspoon
  Vegetable oil 1 Teaspoon
  Hot chili sauce 1 Teaspoon (Oriental One)
  Salt 1⁄8 Teaspoon
Directions

Bring 2 cups water to a boil in a saucepan; add peas and bay leaf.
Cover, reduce heat, and simmer 30 minutes.
Drain.
Remove and discard bay leaf.
Combine peas, celery, and next 5 ingredients in a bowl.
Combine vinegar and remaining ingredients; stir with a wire whisk.
Pour over vegetable mixture; toss.
Cover and chill at least 2 hours.
