1. Prepare ziti as label directs; drain. Mean while, cut peppers into 1/4 inch-wide strips.
2. Prepare dressing: In large bowl, mix mayonnaise, 3/4 cup milk, and remaining ingredients.
3. Add ziti and pepper strips to dressing; gently stir until coated.
