  Olive oil 1⁄4 Cup (4 tbs)
  Shallot 1 Large, minced
  Garlic 1 Clove (5 gm), minced
  White wine vinegar 1 Tablespoon
  Flat leaf parsley 8 Ounce (1 Bunch)
  Dijon mustard 1 Teaspoon
  Fennel seeds 1⁄4 Teaspoon, crushed
  Parsley leaves 8 Ounce, curly (1 Bunch)
  Salt 1⁄4 Teaspoon
  Celery stalks 4 Cup (64 tbs), thinly sliced (With Leaves)
  Ground black pepper 1⁄8 Teaspoon
  Chopped chives 1⁄3 Cup (5.33 tbs)

In small bowl, with wire whisk, mix olive oil, vinegar, mustard, fennel seeds, salt, pepper, shallot, and garlic until blended.
In large salad bowl, toss parsley, celery, and chives with dressing.
