Citrus Mint Punch

Ingredients
  Fresh mint leaves 1 Cup (16 tbs), packed
  Orange peel 1 , grated
  Lemon peel 1 , grated
  Boiling water 3 Cup (48 tbs)
  Frozen lemonade concentrate 12 Ounce, thawed (1 Can)
  Frozen orange juice concentrate 12 Ounce, thawed (1 Can)
  Cold water 1 1⁄2 Quart
  Mint leaves 4 (Additional)
Directions

Place mint and peels in a heat-resistant pitcher or bowl; add boiling water.
Let steep 1 hour; strain.
Add concentrates and water; stir well.
Chill.
