Peel a strip around center of each potato, if desired.
In 2-quart casserole combine potatoes, water, and 1/2 teaspoon salt.
Cover and cook at HIGH for 9 minutes.
Stir; continue cooking potatoes at HIGH for 9 minutes till tender.
Drain; set potatoes aside.
In the same casserole combine butter, lemon juice, snipped parsley, snipped chives, dillweed, dash salt, and dash pepper.
Cook at HIGH for 30 seconds till butter melts.
Add potatoes; toss to coat.
