Peel; whip; add milk.
Soften butter and cream cheese (high) 45 seconds.
Whip into potatoes with cheddar cheese, Parmesan cheese, green pepper, green onions, and salt and pepper to taste.
Pour into 2 qt glass casserole.
Crumble toast and sprinkle on top.
Microwave (high) 10-12 minutes, rotating 1/4 turn halfway through cooking.
Rest, covered, 5 minutes.
