Beef Upside-Down Pie

Ingredients
  Flour 1 1⁄2 Cup (24 tbs)
  Baking powder 3 Teaspoon
  Salt 1 Teaspoon
  Paprika 1 Teaspoon
  Celery salt 1 Teaspoon
  Pepper 1⁄4 Teaspoon
  Shortening 5 Tablespoon
  Milk 3⁄4 Cup (12 tbs)
  Onion 1⁄4 Cup (4 tbs), sliced
  Ground beef 1 Pound
  Tomato soup 1 Can (10 oz)
Directions

Sift dry ingredients; blend in 3 tablespoons short- ening.
Add milk, stirring gently, until mixed thor- oughly.
Melt remaining shortening in frying pan.
Add onion; cook until transparent.
Add beef, brown- ing lightly; stir in tomato soup.
Bring beef mixture to a boil; simmer for several minutes.
Place beef mix- ture in 9-inch cake pan; spread dough over beef mix- ture.
Bake at 475 degrees for 20 minutes.
Turn out onto large plate.
Cut into wedges.
