1. Wash the peppers, remove stems, remove seeds and fibers. Cut in eighths.
2. Heat the oil or margarine in a heavy frying pan. Saute the peppers, stirring until they begin to wilt.
3. Add the water, sugar and salt. Cover the pan and cook 5 to 10 minutes, stirring several times.
