Ingredients
  Lean ground beef 1 Pound
  Onion 1 , chopped
  Green pepper 1 , finely chopped
  Garlic 1 Clove (5 gm), minced
  Chopped fresh parsley 1⁄4 Cup (4 tbs)
  Dried oregano 1⁄2 Teaspoon
  Dried sweet basil 1 Teaspoon
  Fennel seeds 1⁄4 Teaspoon
  Canned low sodium tomatoes 16 Ounce, undrained (1 Can)
  Canned low sodium tomato paste 6 Ounce (1 Can)
  Water 1 1⁄2 Cup (24 tbs)
  Bay leaf 1
  Sugar 2 Tablespoon
  Pepper 1⁄4 Teaspoon
Directions

1. Brown meat, onion, and green pepper. Drain off fat.
2. Add all other ingredients.
3. Cover and simmer about 2 hours, stirring occasionally.
