Heat oil in a wide frying pan over medium heat; add onion and cook, stirring often, until soft.
Stir in curry powder and cook, stirring, for 2 to 3 more minutes.
Crumble in beef; cook, stirring, until browned.
Add tomatoes (break up with a spoon) and their liquid.
Prepare okra for quickly cooked dishes, then stir into beef mixture.
Bring to a boil over high heat; reduce heat, cover, and simmer until okra is very tender to bite (about 30 minutes).
Season to taste with salt and pepper.
Spoon okra mixture over hot cooked rice; place condiments in separate bowls and pass to sprinkle over individual servings.
