Mix sugar, butter, and milk in saucepan.
Bring to rolling boil; boil 3 min, stirring frequently.
Remove from heat.
Stir in peanut butter and vanilla.
Fold in oats and peanuts.
Drop by scant tablespoonfuls on waxed paper.
