Brown beef and onion in shortening.
Add tomatoes, chili powder, and 1 teaspoon salt.
Simmer for 30 minutes.
Remove from heat.
Add cornmeal to boiling water and 1 tea spoon salt.
Cook until thickened, stirring constantly.
Spread half of cornmeal mixture in bottom of greased 1 1/2 quart casserole.
Add meat mixture; top with remaining cornmeal mixture.
Bake in 350Â°F toaster oven 40 minutes.
