Place margarine in 2-cup measure [4-cup measure].
Microwave uncovered on high (550 watts) until melted, 15 to 20 sec [20 to 30 sec].
Mix in cornstarch.
Stir in green pepper, onion, garlic powder and cumin.
Cover tightly and microwave on high (550 watts) until vegetables are hot, 45 to 60 sec [1 to 1 1/2 min].
Stir in beef, tomato and salt.
Cover tightly and microwave until beef is hot, 1 to 1 1/2 min [1 1/2 to 1 3/4 min].
Place tostada shell[s] on plate[s]; top with beef mixture and shredded cheese.
