South American Chili Beef In Tortillas

Ingredients
  Corn oil/Safflower oil 1 Tablespoon
  Onion 1 Cup (16 tbs), chopped
  Garlic 2 Clove (10 gm), minced
  Beef round 2 Pound, cut into small cubes, all fat removed
  All purpose flour 2 Tablespoon
  Green bell pepper 1 Cup (16 tbs), chopped
  Tomato sauce 1 Cup (16 tbs)
  Canned mild green chilies 3 Tablespoon, chopped
  Red wine vinegar 2 Tablespoon
  Fresh oregano/1 teaspoon dried oregano 2 Teaspoon
  Cumin 1 Teaspoon, ground
  Salt 1⁄2 Teaspoon
  Whole wheat flour tortillas/White flour tortillas 10 Large
  Lettuce 2 1⁄2 Cup (40 tbs), shredded
Directions

In a large saucepan heat oil over medium heat.
Add onion and garlic.
Saute until tender.
Add beef.
Saute over medium-high heat for 5 minutes.
Add flour; toss with beef cubes until coated.
Add green pepper, tomato sauce, green chilies, vinegar, oregano, cumin and salt; mix well.
Cover.
Simmer over medium heat for 2 1/2 hours, stirring every 30 minutes.
Uncover.
Simmer for 30 minutes longer or until slightly thickened.
Heat tortillas according to package directions until warm but not crisp.
Onto each tortilla spoon beef mixture.
Add 1/4 cup lettuce to each; roll to enclose filling.
