Chile De Arbol Salsa

Ingredients
  Dried de arbol chili 1 Ounce, stemmed and seeded (About 40 In Number)
  Roma tomatoes 2 , blackened
  Minced roasted garlic 1 Teaspoon, minced
  Toasted ground cumin 1⁄4 Teaspoon
  Toasted ground oregano 1⁄4 Teaspoon
  Salt 1⁄4 Teaspoon
Directions

Toast the chiles and rehydrate them in 1 quart of warm water for about 40 minutes.
Drain the chiles, reserving 1 cup of the water, and transfer to a food processor or blender.
If it is not bitter, add the reserved chile water; otherwise, add 1 cup of plain water.
Add the blackened tomatoes, garlic, cumin, oregano and salt, and puree.
