Enchilada Sauce

Ingredients
  Vegetable cooking spray 1 Tablespoon
  Reduced-calorie margarine 1 1⁄2 Tablespoon
  Garlic 2 Clove (10 gm), minced
  All purpose flour 2 Tablespoon
  Water 2 Cup (32 tbs)
  No salt added tomato sauce 1⁄2 Cup (8 tbs)
  Chili powder 1 Tablespoon
  Hot chili powder 1 Tablespoon
  Salt 1⁄4 Teaspoon
  Dried oregano 1⁄8 Teaspoon
  Ground cumin 1⁄8 Teaspoon
Directions

Coat a medium saucepan with cooking spray; add margarine.
Place over medium heat until margarine melts.
Add minced garlic; saute until tender.
Add flour, stirring until smooth.
Cook 1 minute, stirring constantly.
Combine water and next 6 ingredients; add to flour mixture, stirring constantly.
Bring to a boil; reduce heat, and simmer 15 minutes, stirring occasionally.
