Combine sausage and onion in microwave-safe 1-quart casserole.
Microwave at HIGH (100%) 1 1/2 to 2 1/2 minutes or until sausage is brown and onion is tender, stirring once to break up meat.
Beat eggs with water in small bowl.
Stir in chilies.
Drain fat from casserole.
Add egg mixture to sausage and onion; mix well.
Microwave at HIGH 1 1/2 to 2 1/2 minutes, stirring once.
Do not overcook; eggs should be soft with no liquid remaining.
Microwave tortilla at HIGH about 15 seconds.
Fill with scrambled egg mixture.
