Raw Meat Kufte

Ingredients
  Bulgur 1⁄2 Cup (8 tbs) (Cracked Wheat)
  Water 1 Cup (16 tbs)
  Red pepper/Red pepper paste 1 Teaspoon
  Ground beef 1 1⁄2 Cup (24 tbs)
  Salt To Taste
  White onion 1 Small, minced
  Minced parsley 1 Cup (16 tbs)
  Green onions 3 , minced
  Red pepper To Taste
Directions

In a mixing bowl combine the bulgur with half cup of the water and the red pepper or pepper paste.
Soak for about fifteen minutes, covered.
Add the meat and knead by hand about three to four minutes.
Add the salt and white onion.
Add a little of the cold water and knead again.
Mix in one tablespoon each of parsley and green onions.
Knead five minutes, using the remaining water, until mixture is smooth and pasty.
Moisten your hands with cold water and form the kufte into small lumps.
Arrange them on a serving platter.
Sprinkle with the remaining parsley and onions, and a little hot red pepper.
Serve with a fresh tomato salad.
