Shrimp Vegetable Tempura

Ingredients
  Flour 2 Cup (32 tbs)
  Cornstarch 1⁄4 Cup (4 tbs)
  Sugar 2 Tablespoon
  Salt 2 Tablespoon
  Baking powder 1 Tablespoon
  Mixture of evaporated milk and water 1 1⁄2 Cup (24 tbs)
  Fresh shrimp 1⁄2 Pound, chopped
  Carrots 1⁄4 Cup (4 tbs), cut in fine julienne strips
  Beans 1⁄4 Cup (4 tbs), cut in fine julienne strips
  Parsley 1⁄4 Cup (4 tbs), cut in fine julienne strips
Directions

Mix flour, cornstarch, sugar, salt and baking powder and add milk slowly, to prevent lumps.
Add remaining ingredients and mix well to coat completely.
Drop by tablespoons into hot oil and cook until slightly brown.
