Combine consomme, catsup, water, onion, green pepper, garlic and Italian seasoning in a large saucepan; bring to a boil.
Add beef; cover tightly and cook slowly 15 minutes.
Drain off and reserve cooking liquid.
Dip cut surfaces of bottom and top halves of bread in the liquid.
Place hot beef and vegetables on bottom halves; cover with tops of bread.
Serve remaining liquid with sandwiches.
