1) Place peppers in an oven and bake at 450 degrees for 20 minutes or until the skin of the peppers begins to blacken. Turn often. Remove and let cool. Skin, slice, and remove seeds and ribs.
2) Mix the lemon juice, oil, garlic, and salt together. Add the red peppers, tossing to coat with the seasoning mixture. Refrigerate for at least 6 hours and serve.
