Gajar halwa is a traditional indian dessert made with toasted carots cooked in a milk and sugar mix. Cooked to a thick and sticky consistency, the gajar halwa is flavored with cardamom and is very delicious.This is a special low sugar recipe great for diabetics as well as for people on low carb diet. Adapted from the Lantus book of recipes.
  Grated carrots 2 Cup (32 tbs)
  Low fat milk 2 Cup (32 tbs)
  Low fat milk powder 6 Tablespoon
  Sugar substitute 10 Gram (2 Sachets)
  Cardamom powder 1⁄2 Teaspoon (Elaichi Powder)

Add carrots to milk and pressure cook for 2 whistles.
Add milk powder and cardamom powder, and cook for 3 to 4 minutes, while stirring continuously.
Add sugar substitute and mix well.
Serve hot.

I do not have a pressure cooker and instead of low fat milk powder what else can I put?

I have tried using it with normal Low fat milk and it worked for me!
