1. In a mixing bowl, add and combine together the potatoes, onion, red bell pepper, green bell pepper, black pepper, salt, vinegar, olive oil and bread crumbs. Mix until well incorporated.
2. In a large sauce pan on medium low, heat oil and place the shredded potato mixture in a circular shape, 3 at a time and pan fry on both sides for 10 - 12 minutes or until golden brown.
3. Once done, remove and get ready to serve.
4. Serve these golden brown potato cakes with tomato ketchup.
