1. In a pan, put rice, pour enough water and sprinkle salt. Cover and cook until done.
2. In a separate bowl, combine milk with 2 cups of water, vanilla powder, and sugar. Mix well.
3. Pour milk mixture into the pan, just 2-3 minutes before the rice is done. Mix well.
4. Sprinkle cinnamon on top and refrigerate until chilled.
