Sun Dried Tomato Gravy

Ingredients
  Sun-dried tomatoes 1⁄4 Cup (4 tbs), packed without oil (About 6 Pieces)
  Boiling water 1 Cup (16 tbs)
  All purpose flour 2 1⁄2 Tablespoon
  1% milk 1 1⁄4 Cup (20 tbs)
  Meat loaf pan drippings/Beef broth 1⁄4 Cup (4 tbs)
  Finely chopped green onions 1 Tablespoon
  Salt 1⁄4 Teaspoon
  Dried basil 1⁄4 Teaspoon
  Pepper 1⁄8 Teaspoon
Directions

Combine tomatoes and boiling water in a bowl; cover and let stand 15 minutes or until softened.
Drain well, and finely chop; set aside.
Place flour in a small saucepan; gradually add milk, stirring with a wire whisk until blended.
Stir in tomatoes, pan drippings, and remaining ingredients.
Cook over medium heat, stirring constantly with a wire whisk, 10 minutes or until mixture is thickened.
