Ingredients
  Freshly ground black pepper To Taste
  Salt To Taste
  Dry mustard 1 Teaspoon
  Tarragon vinegar/White wine vinegar 2 Tablespoon
  Extra virgin olive oil 1⁄2 Cup (8 tbs)
  Hot chili oil 1 Teaspoon
Directions

Place the salt, pepper, mustard, and vinegar in a small bowl and combine with a fork.
Add the olive oil in a slow, steady stream, whisking constantly with a fork.
Add the chili oil while continuing to whisk.
Adjust seasonings to taste.
