Cook cabbage in a small amount of salted water until tender, about 5 to 8 minutes.
Pour off excess water and chop finely.
Cook celery, green pepper, and garlic in butter or margarine in a covered saucepan over very low heat until vegetables are tender; add to cabbage.
Stir in half-and-half, Cheddar cheese, and salt and pepper; mix well.
Spoon mixture into a 1 1/2-quart baking dish, cover with buttered bread crumbs, and bake at 300Â° about 30 minutes.
